TVET system reform: a self-evaluation system for schools

This program, held under the instruction of The Indonesian Ministry of Industry with the support of The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), aims to develop a self-evaluation instruments and guideline for all educational institutions who implement the dual system. From this evaluation system, stakeholders aims to monitor the progress of the implementation of the dual system compared to the developed criteria, as well as to set indicators to ensure that vocational education system are done in line with the current standard.

A total of 8 vocational educational institutions have joined this program as the pilot projects. They are the Community Academy of AK Tekstil Solo and AK Bantaeng, Polytechnic schools of Politeknik AKA Bogor, Politeknik Metal Industry Morowali, and Politeknik STTT Bandung, as well as the Vocational High School SMK SMAK Bogor, SMK SMTI Pontianak, and SMK SMTI Yogyakarta. The schools were actively engaged in the program, the process of which was completed in June 2021.

The self-evaluation instrument is followed up with the involvement of the educational institution and industry in order to meet the quality standards based on both value, culture, and requirements. The first step is the formulation of the instrument, followed by test for validity and reliability by both sides, draft revision, and making guidelines for the self-evaluation implementation. Afterwards, educational institutions are expected to conduct self-evaluation under the supervision of EKONID and report the result to EKONID for further feedback and regular monitoring.

The instrument consists of 10 criteria in which each criteria has its own indicators. The criteria for general assessment are strategic management and administrative, curricula and teaching plans, teachers and teacher qualifications, facilities and infrastructure, learning processes and conditions, career planning guidance, partnership with companies, records on exam results, graduates employed, and quality validation and certification.

Technically, the assessment aims to see how far each indicator in each criterion is met or not met by filling a checklist, number, or percentage according to their facts along with attaching any supporting documents. If the indicators have not been met yet, a review could be carried out independently and under the guidance of EKONID in accordance with the guidelines that have been made previously.

In the future, this project is expected to continue and expand so that more vocational educational institutions meet the quality of German dual vocational education and training standards. Furthermore, in order to ensure that knowledge benefits Indonesia as whole, the GDVET program is open for application from all vocational educational institutions in Indonesia to experience the self-evaluation program as well as experience the implementation of the German standard curriculum, training for teachers, dual certification for students, and a higher quality and quantity of work experience for students.
